A revitalization plan was developed for the neighborhood surrounding the Niagara Falls Memorial Medical Center (NFMMC) and the Niagara Arts and Cultural Center (NACC) by graduate students from the University at Buffalo’s School of Architecture and Planning.  The forty block area extends approximately a half mile around the NFMMC and the NACC and was named the Memorial Park Neighborhood. The intention of the Memorial Park Neighborhood Plan was to develop a vision and strategy for the revitalization and growth of the neighborhood surrounding NFMMC and the NACC.   Planning students researched pertinent case studies of similar neighborhood revitalization efforts around the country, performed an analysis of current Memorial Park Neighborhood site conditions, demographics, resident and business survey responses and historic information.   

The students worked within the framework of the City of Niagara Falls Strategic Master Plan to create a design of new, rehabilitated and infill housing, mixed use development, and park space by utilizing urban design features that make the neighborhood pleasing. The plan emphasizes the existing traditional neighborhood patterns, mixing residences in walking distance of retail and services.   A mix of housing was proposed along the planned extension of John Daly Boulevard from where it ends on Niagara Street to Pine Avenue, and at the vacant South Junior site.  The NFMMC and the NACC, along with some committed residents and block groups, are community anchors and strong economic catalysts that have the capability to promote positive change in the neighborhood; medical services and arts are demonstrated activities that produce long term economic improvements.  The Memorial Park Neighborhood is an area that is beginning the process of change and on the return to its previous vitality.
