Housing

Although some of the neighborhood housing stock holds great potential, poor housing conditions in certain areas, a significant number of vacant lots, a high rate of renter-occupancy and absentee landlords currently contribute to low property values. Efforts need to focus on diversifying the neighborhood housing stock to attract a range of residents and income levels into the neighborhood. The City of Niagara Falls has already approved the extension of John B. Daly Boulevard from its current terminus at Niagara Street to Pine Avenue.  The construction of a two-lane street and adjoining greenway will help to reinforce the urban and residential character of the neighborhood. While currently idle, the South Junior site offers the neighborhood a variety of opportunities for recreation, residential living and public parking.

Recommendations

·        Increase and develop homeownership opportunities through programmatic initiatives tailored to the neighborhood utilizing casino revenues

·        Rehabilitate existing housing using casino revenues in areas where the neighborhood fabric largely remains intact

·        Construct new housing types along Daly Boulevard and on the South Junior site

·        Create Daly Boulevard as a two lane residential street with parking on both sides and a greenway along the western side.
